YouTube has recently added some new clauses in which confirm that a channel may not earn income unless you mean your channel reproductions exceed 10,000 reproductions.
This new clause does not refer to that in each video content creator has to reach 10,000 reproductions, but in total, since the beginning to upload videos to YouTube, its channel must accumulate at least the figure of 10,000 reproductions.
You can see from afar that this will affect mostly small channels that are trying to survive by providing content, that from now on, will need to work more to providing more quality content in order to achieve these revenues per partner and affiliations.
